In consequence of the frequent piracies
which have been committed by Chinese subjects on
British vessels in the Yoat River and flenton saters
generally I have been instructed by als Majesty's

Chinese Covernment to the inefficiency of the measures
taken by the Muangtung und Vangsi Authorities for the
